8.1 Context

Within the CSS MCQ-Based Preliminary Test (MPT), Subject–Verb Agreement functions as a structural filter rather than a basic grammar test. The Federal Public Service Commission does not examine whether a candidate knows that a singular subject takes a singular verb. It examines whether the candidate can identify that subject when it is concealed inside complex syntax.

Most agreement errors arise from structural misreading. The examiner separates the subject from its verb through modifiers, additive phrases, relative clauses, and prepositional insertions. Candidates who rely on instinct match the verb to the nearest noun. Candidates who analyze structure identify the governing subject. Agreement in the MPT therefore measures syntactic control, not rule memorization.

8.2 Dominance (Frequency Analysis)

Subject–Verb Agreement remains one of the most consistently tested structural areas across recent MPT cycles. It appears repeatedly within sentence correction, error detection, and complex syntactic reconstruction.

Its dominance does not stem from volume alone but from integration. Agreement errors frequently overlap with:

  • Additive phrase interference
  • Collective noun ambiguity
  • Correlative constructions
  • Relative clause attachment
  • Quantifier structures

This integration elevates its difficulty. A candidate must often resolve more than one structural layer before confirming agreement. The area therefore carries high elimination power despite appearing elementary.

8.3 Core Logic (Structural Foundation)

Agreement depends on structural identification. The verb must reflect the grammatical subject, not the nearest noun.

8.3.1 Additive Constructions

Phrases such as along with, as well as, together with, and in addition to do not create compound subjects. The verb follows the first subject only.

Example: The minister, along with his advisers, was present at the briefing.

8.3.2 Distributive Pronouns

Each, every, either, and neither remain singular even when followed by plural nouns.

Example: Each of the proposals has been reviewed carefully.

8.3.3 Correlative Structures

In either…or and neither…nor constructions, the verb agrees with the subject nearest to it.

Example: Neither the director nor the officers are responsible for the delay.

8.3.4 One of / The Only One of

In "one of the + plural noun + who," the verb agrees with the plural noun. In "the only one who," the verb agrees with one.

Example: He is one of the candidates who are shortlisted for interview.

8.3.5 Collective Nouns

A collective noun takes a singular verb when functioning as a unit and a plural verb when members act individually.

Example: The committee has submitted its final report.

8.3.6 Quantities and Measurements

Time, money, distance, and similar quantities treated as a single unit take singular verbs.

Example: Ten kilometers is a considerable distance in this terrain.

8.3.7 Indefinite Pronouns

Everyone, someone, nobody, and similar pronouns always take singular verbs.

Example: Everybody in the department has completed the assignment.

8.4 Structural Zones of Testing

The examiner conceals agreement errors in predictable syntactic zones:

Structural ZoneMechanism of DistractionRisk Level
Intervening Prepositional PhrasesPlural noun placed immediately before verbHigh
Additive Phrase InsertionsComma-separated modifiers resemble compound subjectHigh
Correlative ConstructionsNearest noun overrides first subject instinctivelyMedium
Relative ClausesMisidentifying antecedent of "who/which"High
Long-Distance SeparationSubject and verb divided by dense modifiersHigh

Recognition of these zones neutralizes most agreement traps.

8.5 Trap Patterns

Trap TypeStructural ErrorWhy It WorksControl Method
Proximity IllusionVerb matched to closest nounEar prefers adjacent soundIdentify subject before reading verb
Additive SmokescreenTreating along with as andComma creates false compoundIgnore additive phrase completely
Distributive DeceptionTreating each of as pluralFocus on plural noun after ofRemember distributives are singular
Collective AmbiguityConfusing unit vs membersContext appears flexibleDefault to singular unless division stated
Correlative MisalignmentMatching verb to first subjectRule confusion with additivesFor or/nor, follow nearest subject

Agreement errors succeed when reading becomes linear rather than structural.

8.6 Applied Example (Exam-Level)

Dual-Subject Audit

The committee, along with its advisory board, ___ preparing recommendations, while several proposals ___ still under review.

(A) are; remains (B) is; remain (C) are; remain (D) is; remains

Structural Analysis

Subject 1: The committee (singular). Additive phrase along with its advisory board is irrelevant to agreement. Correct verb: is.

Subject 2: several proposals (plural). Correct verb: remain.

Correct answer: (B) — this question blends additive interference with dual-subject agreement. Identification precedes selection.

8.7 Condensed Recap

Rule ZoneCore RiskStructural Control
AdditivesFalse compound subjectVerb follows first subject only
DistributivesPlural noun after ofAlways singular
CorrelativesConfusion with additive ruleFollow nearest subject
Collective NounsUnit vs divisionPrefer singular unless separation clear
Relative ClausesMisreading antecedentVerb agrees with noun before pronoun
QuantitiesTreating sums as pluralUnit = singular

Subject–Verb Agreement in the MPT demands structural discipline. Instinct misleads. Identification governs. Precision determines elimination.

8.8 Practice MCQs

Chapter 8 — Subject–Verb Agreement

Choose the verb form that matches the true grammatical subject.

The Director, together with his subordinates, ___ attending the regional conference.

    Show explanation

Additive phrase rule: 'together with' does not change number. Verb agrees with the first subject 'The Director' (singular).

    Trap: Additive Trap

Bread and butter ___ the only meal provided at the training camp.

      Show explanation

'Bread and butter' is a single unit/idea (one meal), so it takes a singular verb.

      Trap: One Idea Structure

Each of the candidates for the CSS examination ___ required to bring an original CNIC.

        Show explanation

'Each' is always singular regardless of the plural noun following it. 'Candidates' is a proximity-illusion distractor.

        Trap: Distributive Trap

Neither the Chief Minister nor the provincial secretaries ___ able to resolve the crisis yesterday.

          Show explanation

In 'Neither…nor', the verb agrees with the nearest subject ('provincial secretaries' — plural).

          Trap: Proximity Rule

Many a student ___ failed to realize the complexity of the FPSC screening test.

            Show explanation

'Many a' is followed by a singular noun and a singular verb.

            Trap: Formal Singular Expression

The jury ___ divided in their opinions regarding the validity of the evidence.

              Show explanation

When members of a collective noun act separately or are divided, a plural verb is used. 'Their' confirms plurality.

              Trap: Collective Noun Confusion

One of the most important factors in this investigation ___ the timeline of events.

                Show explanation

The subject is 'One', which is singular. The plural 'factors' is an intervening-phrase distractor.

                Trap: Subject Hiding Maneuver

Ten thousand rupees ___ a very small amount for such a prestigious project.

                  Show explanation

He is one of those officers who ___ always willing to go the extra mile.

                      Show explanation

The relative pronoun 'who' refers back to 'officers' (plural). The verb must agree with this antecedent.

                      Trap: Antecedent Agreement

The quality of the imported surgical instruments ___ found to be substandard.

                        Show explanation

The real subject is 'quality' (singular). The examiner uses 'instruments' to trick your ear.

                        Trap: Proximity Illusion

Every man and woman in the district ___ the right to vote in the upcoming local elections.

                          Show explanation

'Every' before singular nouns joined by 'and' still requires a singular verb.
