8.1 Context
Within the CSS MCQ-Based Preliminary Test (MPT), Subject–Verb Agreement functions as a structural filter rather than a basic grammar test. The Federal Public Service Commission does not examine whether a candidate knows that a singular subject takes a singular verb. It examines whether the candidate can identify that subject when it is concealed inside complex syntax.
Most agreement errors arise from structural misreading. The examiner separates the subject from its verb through modifiers, additive phrases, relative clauses, and prepositional insertions. Candidates who rely on instinct match the verb to the nearest noun. Candidates who analyze structure identify the governing subject. Agreement in the MPT therefore measures syntactic control, not rule memorization.
8.2 Dominance (Frequency Analysis)
Subject–Verb Agreement remains one of the most consistently tested structural areas across recent MPT cycles. It appears repeatedly within sentence correction, error detection, and complex syntactic reconstruction.
Its dominance does not stem from volume alone but from integration. Agreement errors frequently overlap with:
- Additive phrase interference
- Collective noun ambiguity
- Correlative constructions
- Relative clause attachment
- Quantifier structures
This integration elevates its difficulty. A candidate must often resolve more than one structural layer before confirming agreement. The area therefore carries high elimination power despite appearing elementary.
8.3 Core Logic (Structural Foundation)
Agreement depends on structural identification. The verb must reflect the grammatical subject, not the nearest noun.
8.3.1 Additive Constructions
Phrases such as along with, as well as, together with, and in addition to do not create compound subjects. The verb follows the first subject only.
Example: The minister, along with his advisers, was present at the briefing.
8.3.2 Distributive Pronouns
Each, every, either, and neither remain singular even when followed by plural nouns.
Example: Each of the proposals has been reviewed carefully.
8.3.3 Correlative Structures
In either…or and neither…nor constructions, the verb agrees with the subject nearest to it.
Example: Neither the director nor the officers are responsible for the delay.
8.3.4 One of / The Only One of
In "one of the + plural noun + who," the verb agrees with the plural noun. In "the only one who," the verb agrees with one.
Example: He is one of the candidates who are shortlisted for interview.
8.3.5 Collective Nouns
A collective noun takes a singular verb when functioning as a unit and a plural verb when members act individually.
Example: The committee has submitted its final report.
8.3.6 Quantities and Measurements
Time, money, distance, and similar quantities treated as a single unit take singular verbs.
Example: Ten kilometers is a considerable distance in this terrain.
8.3.7 Indefinite Pronouns
Everyone, someone, nobody, and similar pronouns always take singular verbs.
Example: Everybody in the department has completed the assignment.

The examiner conceals agreement errors in predictable syntactic zones:
